The figures they used are not percentages, but normalized ratios
uhm? Blood Alc. is actually measured in "per mill". so 0.4 % equals 4 per mill, which is in deed the lethal alcohol level. And if you have a blood alcohol level of 1.908 PER CENT, which equals 19.08 PER Mill, there is no chance to survive this...
