Idi Amin is not there. Bokasa is not there. They didn't touch the million ?
Mao Zedong killed 78 million in 66 years (mainly by the national great famine), but Hideki Dojo killed 5 million people only in 3 years. That's the cruelty of war.
By the way, I think Hilter killed far more than 17 million people if the author includes the battles and the famine caused by Nazi Germany during and after WWII.
Mind you, much of Stalin and Mao's killings came down to sheer incompetence rather than killing fields
Why just dictators? I think George Bush should be there somewhere in the middle..
