This person must have done this to their own house, because the amount of time and labor required to make that snowman would just look insurmountably suspicious to the neighborhood. Plus, to time it correctly, this person would have to either be really lucky, be a neighbor himself or herself (and know the hours of the kid neighbor being pranked), or this person uncovered this home owner's work and/or sleep schedule through dubious, roguish means.
