no. every cut takes 10 minutes.

It takes 1 cut to saw a board into 2 pieces.

It takes 2 cuts to saw a board into 3 pieces.

If it takes 10 minutes to do 1 cut, it would take 20 minutes to do 2 cuts.

1 piece = 0 min.
2 pieces = 10 min.
3 pieces = 20 min.
4 pieces = 20 min.
5 pieces = 30 min.
6 pieces = 30 min.
7 pieces = 40 min.
8 pieces = 30 min. (if thickness doesn't have effect on time)

It depends how you cut!
If you cut lengthwise twice to get three equal pieces, the answer is 20 minutes. (Actually it does not matter whether the pieces are equal or not).
If you cut first into two equal pieces lengthwise, and then one of the pieces horizontally into two you will need only 5 additional minutes. So the total is 15 minutes.
However, if the initial lengthwise cut is not into two equal pieces and then you cut horizontally, all bets are off as to how long the second cutting will take.
