Looks like a hoax. I found this location on Google Maps. It is in Omiya, the capital of Saitama Prefecture. Coincidentally, I used to live near Omiya when I was in Japan.

The composition of the photo is totally wrong. Google Maps is photographed from cars driving along public roads, so roadsigns, asphalt and traffic are visible. The angle of this photo, as well as the level of detail and zoom indicates that it is fake, and taken by a pedestrian.

The store in the back is a Family Mart. It is marked on the map with a little symbol, as well as clearly identifiable in the photo via its blue and green colors. The exact location of this place is linked below:
