3*10^8 M/s is the speed of light. Science suggests that light cannot escape a black hole, even though it's the fastest speed attainable. Hawking's joke suggests that she has more gravity than a black hole.

Also, "escape velocity" is the velocity necessary to escape a gravitational pull (since anon didn't specify that, although it was implied). So if escape velocity from her exceeds the speed of light, she's pretty damned massive.
