Apparently, water turns into something like alcohol with age. They say this water tastes like whiskey.

No no! Read what is written on the can! It's not water that tastes like whiskey!! it is just mizuwari whiskey = whiskey diluted with water. They use a natural kind of water and I suppose that it's the whiskey which is 12 years old. Your Japanese really sucks ;)
