15 pirates in the German Parliament

The Pirate Party had a major victory on state elections this Sunday in Germany, gaining 15 seats in the 149-seat parliament. The problem is they appear that they don't really know what they're doing.

Their inexperience was clear on Monday as the Pirates’ operations sometimes seemed to be bordering on chaos. Members said they were prepared to work hard, but other than proposing a lower voting age, free public transportation and free wireless internet, they seemed to have few concrete plans for what they wanted to get done."Arrrgh," he probably added.
At a sometimes raucous press conference in Berlin’s parliamentary building, the new parliamentarians, all but one of whom are men, said they were still working out what their next steps would be
“We are relatively fresh here and we’re not really used to this,” admitted Andreas Baum, the party’s 32-year-old leader in Berlin, as photographers crowded him for pictures.

Germany has 16 regional parliaments, one for every regions (Landesparlamente) but only one national parliament (Bundestag). The pirate party got 9% in the parliament of the Berlin district. So it not such a big deal, because they don't have enough votes to push through their agenda (legalize cannabis, the end of prosecution for dl of copyrighted material etc.).
We have a Pirate Party in the Netherlands, too, and I think it's much the same...
