Voting in the Russian Parliament

Members of the State Duma are voting to pass a bill. It finally gets passed with a total of 449 'aye' votes vs. 0 'nay'. From a total of 88 members present. Here's Putin's guys in action:

And how is 449 to 0 the same as 99.8%?
