Engrish translation: "If you throw burning cigarettes on the floor, it will make elephants laugh and blow spray cans is forbidden."

Seriously, what does this sign say? Can anyone translate?

zo, the last character, also means elephant.
they're making use of a pun

Across the top, it says "littering is not allowed" with the elephant pun thrown in there... "da-zo" is a sentence ending that roughly translates to (in an informal tone) "it is," and, as someone pointed out, "zo" can also be the word for "elephant."

The last two characters at the bottom spell "Shinjyuku," the names of one of the most popular areas of Tokyo.
So the sign was put out by "Clean Shinjyuku" (with "clean" being used as an adjective in this case), which is presumably a community group whose mission is to clean up the area of litter.

I live in Japan and can read this. It says, "Don't throw cigarette butts on the ground. Green Shinjuku"
